In a previous role, Jeff acted as Design Manager for Jindee Estate, an innovative 1000 lot new community within Perth’s northern growth corridor. A key part of the project was the creation of a complex form based code for the project based on the SmartCode, a tool developed by leading US planners DPZ. To enable this approach, which doesn’t rely on the R Codes, a new section of the City of Wanneroo’s town planning scheme was created just for this project. Working with the project consultant planners, Jeff oversaw the refinement of the Community Design Code (CDC), the overall design framework for the project, and the Transect Area Plans (TAP), more detailed stage by stage controls that precisely specify private and public realm design outcomes. To add further detail and authenticity to the CDC and TAP documents, Jeff authored an Architectural Pattern Book for the estate that captured the essence of the architectural styles found in the historic precedent areas. The work involved obtaining addresses of heritage buildings in the prescribed areas from the Heritage Council WA, photographing and measuring the architectural precedents, and documenting the findings via CAD. From these investigations a number of elements, proportions, and patterns were identified that could be more generically incorporated into new contemporary buildings at Jindee. These were documented in a graphically illustrated report for use by builders, designers and lot purchasers.
